      <description><![CDATA[I agree that if a surcharge isn't needed to cover expenses, then it should be removed from the bill.  However, if it works to help the city to make ends meet during this hard time in our economy, then this is a little bit that each person can contribute towards having a successful city.  There should be some relief for those on fixed income... show proof of fixed income, the surcharge could be waived.<br />

It seems to me that many people would like to regain their pride in our community but it is difficult because the council and mayors can not work effectively and efficiently as a team to overcome obsticles and reach objective goals.  However, there are many citizens who would/could put forth more efforts in helping out when/where needed.  There is so much politics and red tape, that the average citizen, with a desire to contribute labor, items, etc., doesn't know how to go about offering it.  We all can take a small part simply by refraining from littering and picking something up and putting it in the trash when you walk by.  A lot of the little things are what we choose to do.  Let me clarify... We have shelters at the Rotary Park in Cumberland for our use, but someone goes and breaks glass bottles and leaves the glass there.  This is an unnecessary act.  If we see the broken glass, we need to use a little energy and clean up where we can.  If everyone does little things to contribute to the beautification of the city, it won't be a lost cause.<br />

      <description><![CDATA[It was recently brought to my attention, by a few citizens wanting to know why I <br />

had their water turned off, and I told them I had no idea what they were talking <br />

about. They said that they were told, that during a council meeting I had said <br />
<br />
that I had wanted anyone who was delinquent to have their water turned off. So I <br />
<br />
will tell you now what I told these people, the city council can’t turn your <br />
<br />
water off, only the mayor can issue such an order, but I did however at one <br />
<br />
council meeting make a motion to collect delinquent water bills within 3 months <br />
<br />
breaking them down into 3 payments, and plus keeping up with your current bill. <br />
<br />
However this did not pass, because it was never voted on. The mayor brought out a <br />
<br />
previous agreement stating were people that were delinquent had already set up <br />
<br />
some sort of agreement with the previous administration. I do agree that people <br />
<br />
do need to keep their bills paid, and I understand that sometimes people get in a <br />
<br />
hard spot and need more time, and that is why I made the motion to give those 3 <br />
<br />
months. I just wanted to let the people of Cumberland know that this wasn’t true, <br />
<br />
and if you need proof you can listen to the recording of the meeting and hear <br />
<br />
exactly what was said. If anyone that has had their water turned off and has been <br />
<br />
told that it was because of me please give me a call at 606-589-5438 OR YOU CAN <br />
<br />

<br />
nor can we. <br />

      <description><![CDATA[It was honestly, imo, the smart thing to do.  The bill exceeded $500 and was paid without even checking into it.  No proof, no police report, no cameras, no witnesses, no admissions.  The city just handed out $500.  It was the right thing to do, requesting reimbursement.  But the council won't be doing that now...  they took the man's word over the garbage packer driver's, which says to me it is a trust issue.  They just set themselves up....   anyone can walk in city hall and blame the city for anything they want, and send them a bill....  I wonder if they would pay it, too, just like they did this one?]]></description>

Owner that I had called him a Lier and a Cheet and other things According to this <br />

Man.. When in fact this never took place at all, the Incident the Man was <br />

refering to, was were I Questioned the Mayor about a propane bill she had paid <br />

with out Council aproval.. She said a tank had been damaged and had to be fixed, <br />

I ask was their a Police report and any Witneses she said no.. Then the driver of <br />

our City Truck stood up and said she had not hit this tank.. So I said we should <br />

get our Money back, since we have no Police report or Witneses.. But what she did <br />

is call the Man saying I Slanderd his name and called him a Lier.. The Man had a <br />

News Paper with him and ask if Id like to read it, I said no but when I got home <br />

      <description><![CDATA[KRS requires that all &quot;Surcharges&quot; be for a specific project/fund- they are to be collected for the alloted time and purpose.  Once fulfilled/completed- then they are to be removed.  That's pretty black and white folks.  The reality is that any council that allows themselves to participate in collected unlawful fees and  not using them for a designated purpose could be held liable for malfices of office and gross mis-management.  If I were a council member, I wouldn't want to be a party to such activity since it could effect me personally and/or financially!  You can't just keep collecting it because people are used to paying it and throwing it in the General Fund slush- pot.  That's not only illegal- it's in-moral!  It's your reputation on the line- is it worth it?]]></description>
